Can use swf files in a responsive project and still have them work on mobile devices?

I'm creating on Captivate 9 and I thought responsive projects don't do well with Flash files...but wanted to see if that's correct. If it is, anyone have suggestions for creating a clock with moving hands?

I've used this clock if you want an analog clock.

Just replace the image if you don't like their look.

I love the shadows on this one.

Responsive projects can only be published to HTML5. This means that you have to create a HTML animation, which is possible with Animate CC (or Edge Animate which is no longer developed). You can insert an OAM directly in Captivate.
