Transparent buttons can have a rollover state, at least in Captivate 9, but

they do not work on Question slides. Similar bug to states not working for

    shape buttons on master slides.

By default these buttons are set as Transparent button type, which doesn't have a rollover state and cannot be configured.

You can change the button type to Text and this will have a default rollover effect, but again is not flexible.

Your best option is to change the button type to Image Button and either select one of the default supplied image button sets (which also have rollover images supplied).

Smart Shape buttons would of course be the ideal but it's not currently an option to use Shape Buttons as Submit buttons on quiz slides.
