Capivate 508 Compliance - Navigation with JAWS

I am working on a project that needs to be 508 compliant and its close to meeting the clients specifications but I've discovered that when JAWS screen reader is running pressing the enter key no longer triggers a button, you need to press Shift + Enter.  Does anyone know of a way to change this?  I'm using Captivate 2017 and outputting as HTML5 only.  Thanks!
