Captivate 12/13 automatically maximize window on PC

Ok. I am not usually picky but this is driving me nuts. First off I am using Captivate 13 on a PC. When I open the program from my taskbar shortcut, after the initial "splash screen" the application opens on my primary monitor and opens at the full height of the screen minus the space for the taskbar at the bottom (see first screenshot). I then drag it over to my other monitor but it stays the same size and will not maximize the application window even if I drag the window to the top of the screen or click on the maximize window button (see second screenshot). In order to get the app window to take up the full height of the screen, I have to click on the maximize button and then manually drag the bottom of the window down to the bottom of the screen. It would not bother me except sometimes the thumbnail view on the left and the timeline view at the bottom get cut off unless the app window is maximized. I have tried adjusting my shortcut settings to open maximized and it does not help. I have also switched my primary monitor settings to try and get it to open on my non-primary monitor (the one without the taskbar) but the application continues to open on whichever screen is marked as the primary. Any help is greatly appreciated.
