Captivate 12.3 - After publishing into LMS- Elearning loads a blank page if closed before completing

I created a training using Captivate 12.3 and when I upload it to my LMS (NeoGOV) as a Scorn 1.2 file, the training works great, however, if we close the training before completing and we try to resume it will just open up a blank page and leaving us unable to complete the training.

I do have reporting enabled and never send data disabled. Appreciate any suggestions thank you.
