Captivate 12.4 - Stuck when creating a new project

When I open the softwarte and click to create a new project it gets stuck with a spinning load wheel. I have to force close the software. ONly way I've been able to start a new course is to open an old course and save as a new project.

Any idea why it is behaving this way?
