Captivate 13.0 won't copy and paste content blocks

I'm working on Captivate 13.0.0.0.0168. Upgrading is currently not an option due to a corporate account limitation. 

Captivate will not copy and paste content blocks within the same project or into a new project. Content blocks include text, buttons, images. No simulations were included. Copying content blocks or slides fails. Paste is unavailable in the destination project via control-V or Edit > Paste. The Paste option is greyed out in the Edit Menu. 

Renaming the Adobe Captivate 13.0 folder in \AppData\Local\Adobe\Adobe Captivate does not work. 

Plain text copies successfully to external applications, indicating the Windows clipboard is functioning. 

I can reproduce the issues with newly created projects on a local drive.

My default save location and cache are both on my C drive. I have cleared my cache, closed Captivate, emptied the Recycle Bin, reopened Captivate, and attempted to copy and paste. It rarely works. 

This is devastating to my workflow. Please advise.
