Can Captivate 2106 just report a quiz score not determine if the score is a pass or fail?

Can you be a bit more specific about your use case here?

The SCORM standard requires that Captivate report a 'Raw Score', which is basically just the number of points scored.  Whether that constitutes a Pass or Fail depends on whatever is set as the required passing score (Mastery Score) or the percentage of the maximum possible score.

So, you will find that Captivate is reporting lots of score-related data to the LMS and that is because otherwise the LMS would not know what to do.

Based on your clarification, what I want is for Captivate just report the Raw Score to our LMS Healthstream not determine if it's a pass or fail.  Is there a way to do that?

I think you misunderstand how SCORM reporting work and JavaScript APIs work.  Captivate doesn't 'send' the variable values to the LMS as if they were email messages.  It just makes the values available via the JavaScript SCORM API.  The LMS is supposed to be 'listening' to the JS calls and looking for the values it wants.

Captivate already advertises the Raw Score.  It's just one of many SCORM variables that are made available to the LMS.  Whether or not the LMS is looking for that data and knows what to do with it is a different issue.
