Captivate 4 on Windows 8.1 and the Flash Error

I'm running into the same issue as most, but with the difference being that I'm on Windows 8.1.  I used the patch we were given by our IT for work, but that won't install because of IE's flash versioning being the version of choice within Windows 8.

Any information you could provide would be appreciated.  Also, I realize Captivate 4 is old, but I need to be able to work on projects for clients that still run IE8, and can't upgrade due to the switch from AS2 to AS3 in the versions of Captivate.
