Captivate 5.5 launch a url

I recently upgraded to CP 5.5 and have been noticing a strange behavior with buttons I add to a project. If the button is set to launch a url when clicked when I replay the project from within Captivate it will launch the url correctly. However, if I preview the project in a browser (F12) or publish it, when I click the button it does nothing and will not launch the url. This is probably a simple setting in the publish preferences or something, but I seem to be missing it.

Any help is much appreciated.
