Captivate 6 - TOC/Quiz Navigation

I have quiz questions embedded in the course set to require completion, but the user can still navigate around the question using the TOC. How can i avoid this but still make the TOC accessible as a navigation tool?

    You can lock the TOC using the system variable cpLockTOC.
