Captivate 8 - Button does not open URL upon publish

I included a Glossary button that links to a URL where the actual PDF is housed. I've set it to open as New so that a new tab or window will open while the content continues to play. The Glossary button is on every slide, with the pause disabled. Each slide also has Next and Back buttons, with a the Next button having a pause at the end of the slide timeline. The PDF opens just fine in preview mode, but when the html file is launched, nothing happens. The zip file is housed on Dropbox so my SMEs have to download and extract the files to launch the html. My SMEs don't have flash.

I'm sure there's an easy answer, but I've run out of ideas. Please help!

    You need to always test HTML5 content from an actual web server environment.  Dropbox behaves somewhat differently.  Get your content on a proper web server and give your SMEs the link to view it properly, then see if the link works.

    Thanks for your answer, Rod, but my intent is not to publish as html5 - I only want to enable users to open in a web browser. I used to be able to do this with all elements (including buttons) working with no problem. For now, I've published as an executable file and that does allow the buttons to link to the pdf.
