Captivate 8 - Hyperlink Blank Window

I am getting a blank window to open in addition to the hyperlinked site when accessing the link from a LMS. Any clues on how to resolve this. The blank window appears on some links but not others.

    Test, test, test!

    Test in any or all browsers IN USE in your organization, not just the 'IT supported' ones.

    Are you testing locally? on a shared drive? published to a webserver? in a development LMS? production LMS?

    How is the URL built? is it static text? typed or pasted? or, built in an advanced action using variables?

    I can only use IE8. We will be upgrading to IE11 probably sometime next year. This problem does not occur in IE11. This is setup in a development LMS. It is a typed URL
