Captivate 8 Loading Time

I have a question about loading times for modules. I have created in Captivate 8 a module with images, text, audio, and video. I made sure to include a preloader and set it to 35%. Once the module was published, I tried to play it (in Windows 7). Clicking on the htm file starts IE 11, I then see about 6 seconds of blank screen before the preloader comes on for a quarter of a second, and then the module begins playing. I thought the preloader was supposed to come on at the very beginning of  the browser opening. Am I missing something?
