Captivate 8 MP4 and Buttons

Hello,

2 questions 1. Does a button work if I publish an MP4? 2. Does the setting "Open URL or File" when exiting the last slide work when and MP4 is created?  I'm trying to do a simple action of opening a URL from a video that is not an HTML5. I've tried every option I can think of and nothing seems to be getting the URL to open nor does the button even seem to be active when publishing an MP4.
