Captivate 9.0 Installation failed with Error Codes DF024 and DF027

There are more than 200 threads on DF024 and DF027. It will take weeks to read them in detail but none of them relates to Captivate.

My PC is checked for all requirements, and downloads had no problem. I am the only user and administrator of the system.
After rebooting an another attempt of re-installing I still get this:
