Captivate 9 not resuming where user left off

I created a fairly large captivate project with about 400 slides. The project consists of sales scenarios where the user clicks on buttons to makes choices to continue though the training. I am having an issue with saving progress. I have double checked all the settings and cannot figure out what is wrong. The training seems to save progress up until slide 70 and if I go any further it brings me back to slide 70. It's sometimes inconsistent too. The training is uploaded into our LMS and that's where I've been testing it. 

Anyone else ever experience this issue and find a solution to it?
