None of the above suggestion corrected my issue
I have:
1. deleted the folder Captivate 9.0 from the path: \users\<your username>\AppData\Local\Adobe while Captivate was close
2. restarted Captivate, went to Media/Characters nothing is happening and the folder C:\Users\Public\Documents\Adobe\eLearning Assets\Characters_10_0 WAS NOT created
3. I used the CleanPreferences file from the subfolder 'utils' - apparently I don't need to be admin to run it
- it popped verry fast a DOS window that dissapeared right away, but nothing happend in the folders
- I did this as as Captivate was close, than I reopen captivate
- go to Media/characters NOTHING
- go to assets NOTHING
* What I mean by nothing is that I don't even get an empty window, just nothing is happening
* If this cleanpreferenceswin.bat needs to be run while an admin is logged in the computer on the windows sessions than this is one thing that I did not do, mainly because I did get a DOS window popup, assuming I could run this utility
4. Since all of those did not work, I redid them once again, and restarted the computer beetween each of the steps, it did not helpI am back to my initial problem, I have no characters available, and I cannot browse to find more to download, and I have no assets available and I cannot browse to find more to download.

Cleanpreferences will do exactly the same as the manual work flow.
Did you have a previous version of Captivate installed on your system?
Default work flow when installing the assets should have given you the folders Layouts, Sample Project which would have replaced previous folders. It would also have added two folders: Characters 9.0 and Interactions 9.0. It looks like the installation of the eLearning assets was not completed, since the folder Characters 9.0 is totally missing. That is the reason why the dialog box for Characters, from which you can also download extra characters (from eLearning Brothers) is not opening at all. The installation file for the eLearning assets is separately from the Captivate installation files, is over 1GB big. Do you still have that zipped folder? If yes I would recommend to delete the whole folder 'eLearning Assets' in the Public documents and reinstall them.
