captivate 9 publish as Flash

I have just downloaded a trial version of Captivate 9 and can't seem to publish in Flash.  The Help says to choose Flash from the Publish menu, but it doesn't show up as an option, only various versions of HTML5.  Has the Flash publishing option been removed?

    I suspect you are on a Responsive project. Those projects cannot be published to SWF because the Flash Player has been banned from mobile devices.

    If you need SWF-output, you do need to create a normal project.

    Thanks.  I wasn't on a responsive project, but I do see now that different publishing formats are offered as options for different types of projects.
