Captivate 9 TOC sub-header issues

Question

We have organized our content by Header with dependencies showing up as sub-headers in the TOC. Presently, when user clicks/selects the sub-header from the TOC, nothing happens. The page was active at the Level 1 stage, but Level 2 stage, it doesn't jump to item.

What do we need to select to make this happen?

You can only jump to slides in the TOC. If the headers are groups of slides, you are not able to use that group to navigate, only the slides under the group. You seem to say the oppposite: what are you pointing at with what you leavel as header and sub-header?
