Captivate Background (user error)

I am driving myself crazy with this one, but I would swear I did this in Captivate 3. I have a software simulation recorded at 640x480 resolution. My final project is going to be 800x600. The area around the screen captures will contain some other information; logo, header and footer, and some other application details. I have the background saved as an image and I want it to appear as the background for every slide. When I try to insert the image on the Master Slide, the screen captures appear behind the Image, and I can't arrange them to move to front. Also, when I try saving the image on a slide as a template, and then create project from template, I get the same thing with the background image not in the background at all. This has to be user error, because if this is part of Captivate, I cannot work with that at all. Any thoughts would be appreciated, as what little hair I have left is quickly being pulled out.
