Captivate CC perpetual version serial number issue

Hello, I would like to file a complaint regarding Adobe CS services. I purchased the perpetual version of Adobe Captivate CC for about $1200. I have a total of three computers. Repeatedly uninstalling and reinstalling Windows has ultimately exceeded the allowed number of computers for my serial number, so I connected with an agent named agent via Adobe chat. Previously, when I exceeded the limit, the agents would refresh the number after I provided my serial number via chat. However, this time, they refused to do so and instead told me to discard my current serial number and subscribe to the service, paying more money to use the program. Is this reasonable? Why would I pay a substantial amount for a perpetual version if it's going to be rendered unusable like this? I am really upset. Furthermore, agent told me this was company policy, but when I asked to see the policy, they did not show it to me and said a manager would call me, then disconnected the chat without my consent. I am extremely angry. Did Adobe ever notify me that I needed to deactivate my serial number before reinstalling Windows? No, they did not! Please reactivate my serial number!
