Captivate Course SCORM HTML5 with Video Embed Quizzes Accessible

We are developing 10 courses that must transfer via SCORM to the client's Learning Management System.  The desired courses will be in HTML5. I could use some help from the Captivate Community to see if the following is possible.

Requirements:  Must be Accessible. This includes player controls on video and other 508 compliance.

Course Structure consists of 3-10 Modules.

Each module has a knowledge check (quiz) that does not get reported to the LMS.

The Final graded quiz is built by the client on their LMS.

Course Content: Must be 508 Accessible

2. Images (use Alt Text Here)

3. Videos - these would be embedded from Youtube.  The Youtube videos already have closed captioning and transcripts.

Video ? - Are the video controls machine readable or does this require an added level of customization?

4. Course Files: these consist of PDFs that should pop-up when the learner clicks the link.  Alternatively, perhaps a thumbnail with the link behind it.  The PDFs need to be part of the entire package - not linked to an external site.

If we can do the above, what is the process to build a SCORM compliant course in Captivate? Is there a template to use from the beginning?

If the above can be done with Adobe Captivate, which version best supports the requirements?  I have been using Captivate since version 4 and currently use Captivate9.
