Captivate not scaling properly on webserver

I have Captivate SCORM project and the scaling works if I access it by directly addressing the HTML file (e.g. C:\...\xxx.htm). It resizes to the window size as I drag it bigger or smaller. This is what I want it to do.

If I put the same project on my webserver (http:\\...\xxx.htm) it sizes to the screen size as it is loading the flash file, but as soon as it has finished loading it goes to its full size and jumps to the top left of the window. If I then resize the window it will not resize. Can anyone suggest what I can try? Thanks.
