If you know exactly the device you wish to design your Adobe Captivate project for you don't need responsive design. Try opening the following website on your Samsumg Galaxy Tab A and write down the values. Then once in Adobe Captivate you can set your project size for these dimensions and your course will not only run but look good on that device.
