Captivate Updates option is grayed out

In Adobe Captivate 3, the Updates option is completely grayed out under the Help drop down. I know I have activated the product. Does anyone know why this option is not available to me.

Because there are no updates?

Okay, I'm sure that's not why. But it's a possibility. Another possibility would be that maybe you don't have sufficient authority on your PC to install things?
