can't view the effects in the timeline after clicking "windows - enable"

There is no longer a separate Effects panel, sorry that the Help documentation is outdated. Effects timelines are now integrated in the Timeline panel:

The Effects (all categories) are in the Timing panel. You have besides the Basic category, the Emphasis, Entrance, Exit and Motion path categories. Open the dropdown list where you see Basic as selection. Some effects are removed indeed because they don't work for HTML output

Yes, I right clicked, applied effect. The panel itself doesn't appear and the only effects available are basic entrance, emphasis types on the far right timing panel. So, 2 problems:

no effect panel at the bottom side by side with the timeline

missing the "library" of effects, it can't be that in captivate 9 they removed all the effects except the very basic ones
