Changing the automatic mouse duration?

Is there a place to set the cursor style on a global or project level?

I know you can use the "apply to all" function, but that also picks up other settings.

Is there a way to change the automatic mouse duration?

3.0 seconds is too long for most everything that I do. I want to be able to set it to 1.5s on a global or project based setting.
