Click boxes not pausing on publish

I am creating a project in Captivate 9, and I have a couple of click boxes leading to links outside of the module.  I would like the project to pause if the user visits the link and goes outside of the project. When I created the click box, I set the "On Success:" option to "Open URL or file" and placed the URL in the box. I also set the URL to open in a new tab. Then I deselected the "Continue Playing the Project" box. 

There are six links with click boxes on the slide, and when I preview it, the project works as planned.  The problem is that when I publish it as a HTML5 project, the click boxes are not pausing the project.  Is there anything that I am overlooking?
