Closed Caption Hot Fix and Animation Question

I was told there is a hot fix for CC in Captivate 2017. Anyone know where I can get the hot fix?

 Also, I created animations in Photoshop and exporting as GIF, although they are not html 5 friendly animations. Which Adobe application out of the Creative suite would be best to create html5 friendly animations for use in Captivate 9 or 2017 for the published projects to work on an IPad? 

Also, does anyone know if I take the current animations created in Photoshop and compress to a .zip file, will this make the animations HTML 5 friendly?

I have been using animated GIF's created in Photoshop for HTML5 output, although I learned that not every workflow used in PS is possible anymore. The better way to create real HTML animations, is to use Animate CC and export to OAM.
