Each country has its own office for registering intellectual property. Some countries don't recognize it, but most do. Here in Canada, you can register your eLearning for a fee of about $50. You should know that the intellectual property office or department doesn't enforce copyright. They merely keep the records. The advantage of registering your works is that you can provide government documentation that proves you registered on a particular date if you ever get into a legal challenge. If you don't take the time to register, you cannot defend your work.
One thing to be aware of is that if you are working for a client or an employer, they most likely will end up owning everything you produce. This is something you need to discuss with your clients during the contract stage. For example, if you wish to develop a health and safety course that you intend to sell to others, you may need to make sure that your contract is to license your course and not purchase the course outright from you.

There is no real protection, as I have already experienced since many years. Lot has been stolen, not only from me of course.
