CP5 and TOC not working on bottom half

Has anyone else experienced the TOC not opening half the pages listed?  I've looked at preferences and the skin and don't see any reason why the TOC won't open items listed on the bottom half of the page.  We've tried republishing it incase it was a gremlin but it still doesn't work. 

The first halp opens the pages the second half of the listing light up like they are working but their associated pages still don't open.

    Did you try refreshing the TOC and then deselecting the pages you did NOT want to appear listed?  Perhaps the links are not working because your TOC hasn't been refreshed.

    These are pages we want to appear.  It is just that th TOC won't open them.

    Go to TOC Settings, verify if you ahve the option "Enable navigation to visited slides only" as checked, that might have been blocking the navigation to these slide perhap.
