Creating a custom hotspot on a video

I am trying to create a hotspot on a video that will pause the video on mouseover and show some content overlaying that video. On mouseout it will hide that overlay and continue playing the video.

 

Is this possible and if so how?

Rollover is not supported on mobile devices. Moreover, while MouseOver could be used as an event (Rollover Slidelets) MouseOut has never been an event in Captivate.  Interactive video is not working with rollovers, layouts appear on the frame where they are scheduled.
