Creating Personalised videos

I am trying to scope out a project and wanted to see if Captivate could be the edit software to use. 

I would like to create personalised videos in which users fill out a questionnaire and this data is used to create a personalised video based on their responses. This video then needs to be downloadable. 

Could captivates branching tools be a solution?

    Personalised can have many meanings. A lot is possible with Captivate but the problem is with 'This video then needs to be downloadable. ' You want a lot of interactivity, not a passive video. That is only possible when publishing to HTML5 and uploading to a webserver or eventually to a LMS. Not downloadable, it needs to be viewed online.

    Thank you so much for replying. Rather than a video that users interact with (clicking through and making choices) I would like to passive video but that has been automatically personalised based on questionnaire data. So I'm trying to work out if captivate branching could be used to speak directly to the website questionaire rather than needing user input. 

    Apologies I am a novice to this aspect of production!

    Even asking to fill in a questionnaire is an interactivity, same as branching. Captivate is using JS to manage all the interactivities and you cannot have JS inside a passive video.
