Deploying Captivate 9 with SCCM

I know there is a cloud packaging tool that can create packages for SCCM.  I have 4 users in my organization that purchased Captivate 9.  Apparently they purchased it individually and have personal licenses.  Can I use the tool (I understand you have to login to the licensing site) or is an enterprise or education license needed for that tool?

    I believe they are pointing you to ScormCloud.

    Note that there is a 'Trial' account that is free, the major limitation is that it allows one course file to be stored at a time:
