Disable Bookmarking - SCORM 1.2, responsive project

Hello,

I have developed some responsive courses and published as SCORM 1.2 (have to for our LMS -Vector Solutions, Convergence). I've checked Never Send Resume Data so the bookmarking is shut off. I've had some people experience the following:

• Launch the training
• Close before complete
• When they relaunch, they get a message asking if they want to pick up where they left off (image is attached to this post
• When they say "yes" and they complete the training, the training does not "complete" (because they haven't satisfied the completion criteria since their initial session progress was not saved)

Any ideas why the system would still ask if they want to pick up where they left off if bookmarking is shut off? Is this not a function in responsive and/or SCORM 1.2?
