"Display For: Rest of Project:" ABOVE everything else?

I have a buton that toggles an image to be shown or hidden. It works fine on the slide that it is set up on. However, for all the other slides, that image shows up behind other elements rather than in front of everything.

Is there a way I can set this up for do I have to manually make this button and image set up on every slide?
