Do buttons translate to taps in responsive design?

Hello, I am working on my first responsive design project. I'd like to use buttons to let the learner advance to their desired slide. Will this work in responsive design - that is, can learners tap their phones or tablets to achieve the same results as someone on a desktop selecting a button with a mouse? If no, are there any valid interactions for a responsive design?
