Do I need Phonegap to publish responsive modules?

A guy I hired to help me make my lessons says I must have PhoneGap for my program to be responsive. It surprises me that in all my (MANY!) lessons and reading, I've not come across this information before.

Is he right? I wasn't anticipating publishing apps. Just want them to be viewable on mobile.

I believe PhoneGap is only needed if you want to create an APP that one would actually install on the phone.

I think he's totally mistaken on the bit about viewing.

Amazing how so many folks get things like this totally twisted around.

Thanks, Rick. That's exactly what I thought you would tell me, but I was just unsure. Whew. One more roadblock avoided on my long, long journey to learn how to use this tool! I'm enjoying the trip, but wish my brain would "get it" better.
