Does Captivate have an admin console to manage organization named user licenses?

  I   w o u l d   l i k e   t o   r u n   t h e   g r o u p   o f   A d o b e   c l a s s e s   a g a i n   ( C r e a t i v e   C l o u d   a p p s   a n d   C a p t i v a t e ) .     I am considering using the Creative Cloud   Admin console to distribute the named licenses to students for the CC apps. I was wondering if Captivate offers an admin console where we can roll named user licenses from one student to another student as the students come in and drop out of the course.               I know way back when they first offered adobe Captivate in the subscription model and dropped the monthly option, I asked if they had one. They  did not at that time. I figured some of you may know if they added it since then or if perhaps the Creative Cloud Console can include Captivate licenses. We cannot use a device license model since all of our students are virtual and use their own computers.
