Does SCORM tracking still work when a course is published as an APP in Captivate 9?
I need to know if courses developed in Captivate 9 and 'Published as devices (app)' will still track in a SCORM 1.2 LMS?

No they won't. You need to publish them as SCORM Zip files, which are actually HTML5, not apps.
