Drag and Drop Captivate 7 Issue

Hello. I'm not sure if this is a Flash issue or Captivate Issue. But some of my learners are taking a tutorial I designed where they need to drag a source over to a box. The source does not allow them to drag at all even after shutting down or restarting. This has only happened to a few users but I cannot find out the common issue. Has anyone else experienced this?

    Are they using the same web browsers as everyone else?

    If output it SWF, do they have the latest Flash Player plugin installed in their browsers?

    They may be using a different browser. I use Chrome to preview but many of the participants use IE. They should all have the latest flash player. It sounds like this isn't a design issue but a browser issue am I accurate on that?
