Drag and Drop with Change State

I want to know if this is possible.  The star is a drag object and has 4 different (Fill colors)states: Red (Normal), Blue, Green, Yellow.  Then the button is clicked, Advanced action changes the state of the star.  I want the drop box to accept the star when the state is Normal (Red), and reject the star when the state is either Blue, Green or Yellow.  Change this be accomplished?  Thanks.
