Drop down list navigation

Using Cp 9 and would like suggestions or lessons learned for using a drop down list to navigate at the beginning of a course...the course would have an option at the beginning to select from multiple languages. Since the drop down list is a widget, is that a single action or can that be used to trigger the language and progression of the rest of the course? Looking for some guidance.
