In Captivate 8 why does my object show up before the Effects starts running? Also, is there a way for me to find out the exact number of frames (instead of counting each one), so I can apply them to the effects?

Which effects are you talking about? To avoid that 'flickering' you can add a short transition to the object.

As for frames: a frame is normally not used in Captivate as unit, since the smallest amount of time you can use is 0.1 secs. With a framerate of 30FPS, that means 3 frames.  How did you count frames and why, since the smallest increment/decrement for a duration is 0.1secs? Duration of an Effect shows up in the Timing panel, you can type it there, or use up/down arrows to increment/decrement by 0.1secs. For larger amounts use SHIFT-up/down for increments of 1sec.

I am having problems with effects and noticed your reply here about "flickering".

When I have a graphic on a slide that is going to animate sometime during the slide the graphic blinks or flickers when the slide loads.

I have a background on one slide that is repeated on the following slide and then animates from right to left. Because it is the same background from one slide to the next, that blink or flicker is very noticeable. I tried added a 0.1 sec fade in on the background that is going to animate but it didn't help my situation.

Have you seen this behavior? Know how to fix it maybe? I am using Captivate 10.

The flickering with objects that have Effects applied is a long-standing issue.  It happens because Captivate has to first load the object then apply the Effect. 

Where you are only dealing with one slide, the workaround has been to add a short Fade-in transition to the object so that when it initially loads it is at 0 opacity and therefore invisible.  By the time the Effect is applied, the flicker is over and not seen.

In your situation where you have more than one slide involved, the workaround will likely need to be more complex and could involve setting up a master slide with the background and then having this as the Master Slide for both slides. Then place the same background image (with the Effect applied) on the second slide, but at the same time hide the entire background with a Smart Shape  or Highlight Box that is coloured the same as the project background colour.
