End to End e-learning package

I am intested in purchasing an elearning package that includes both elearning authoring and then delivering the elearning products to external clients - does Captivate 9 provide both these services irrespective of the number of students or do I need to purchase separate packages. I can see the great authoring capability of Captivate 9 but what do I need to deliver this on line training to multiple external students across the web
