Escape Room Puzzle

Hi everyone.

I'm relatively new to Adobe Captivate and have been using it to create an escape room. I'm working on some puzzles and wanted to know if it was possible to create a puzzle using an image like this 

and make it interactive where you could click on the numbers and they would rotate or cycle through allowing the participant to select a series of numbers before submitting? Is that something that Captivate can do? Thank you for your help.
