.exe as SCORM package

I have an .exe of my project. We'd like to post it in SABA first to use as an internal training tool.  A SCORM package reports the user's results (quizzes or completion). From what I understand, SCORM doesn't communicate with the .exe, so the SCORM package requires publishing in SWF/HTML. Features I used a lot of ("rollover caption" and "rollover slidelet area") are not HTML5 compatible. The videos don't seem to work when published as SWF. Please help?
