Fix for non functioning TOC Captivate 9 HTML5 mobile skin

We are considering migrating from Unison to Captivate for dual flash and html5 deployment in our moodle 2.9 but are having serious issue with the mobile interface on both tablets and phones.  The TOC is non functional (will not allow scrolling, does not autofit, and tracking checks are filled before slides are viewed).  It seems like the actual functionality of how the html5 functions in the LMS environment was an afterthought; or at least very "beta" upon release.  Thanks for any help.
