Hi,

Do I need Flash to create for example new content in the adobe captivate? Cause we have no Flash Player in our company. Could we get any problems with this by using adobe captivate?

No, you can create content without needing the Flash player. Captivate can have output to HTML5 only. Maybe you'll have some issues with some Preview methods, but you can always use Preview in HTML Browser (for normal projects). Responsive projects will not be a problem at all, Preview is creating a temporary HTML output.
